The Ems Dispatch
The Ems Dispatch was a written report on the negotiations between King Wilhelm I. of Prussia and the French ambassador, Vincent Benedetti in Bad Ems.
Publication of an edited version of Bismarck's Ems telegram France served as a pretext to explain the Franco-German war in the summer 1870th.
Background
In 1886 Queen Isabella II was overthrown in Spain, so the throne was vacant. Isabella took refuge in France. Although part of Leopold of Hohenzollern-Sigmaringen (1835-1905) from the beginning to publicly discuss candidates, but turned Juan Prim, Prime Minister of the transitional government of Spain and one of the leaders of the uprising, only to this family, after three other candidates in the interventionist policy, Napoleon III. had failed, who wanted to Alfonso, the son of Isabella, the house of Bourbon back on the Spanish throne. The House of Hohenzollern-Sigmaringen, Napoleon was not generally hostile toward - until 1866, Leopold's brother Charles was crowned by the recommendation of the French Emperor to the Romanian rulers. After it had been taken informally in September 1869 with the family of Hohenzollern-Sigmaringen contact, was the special envoy Salazar y Mazaredo in an understandably sensitive mission Leopold, the Spanish crown in February of 1870th. As Leopold's father, Charles Anthony, had previously suggested, two days later in a statement raised no objections. The election meeting of the Spanish Cortes on the 20th July set. The accession by the Hohenzollern had also ruled Hohenzollern Prussia, and thus foreign policy could have been advantageous for the North German Confederation. This may have been one reason that Bismarck, who had called in a statement to the Prussian Foreign Office's dismissal of the House of Bourbon as a peacekeeping operation, supported the candidacy of Leopold. Not later than 1 July was the candidacy of Madrid announced on 2 July, the French press, and on 3 July Prim taught the French ambassador in Madrid. Emperor Napoleon III. and his cabinet under Prime Minister Ollivier feared in this situation, a foreign policy and embrace a German diplomatic triumph. A very important role played by the Duke of Gramont, who had become French foreign minister in mid-May. As a diplomat, he had distinguished himself by a strict anti-Prussian line, so that his appointment was reason to suspect, Emperor Napoleon would run from now on French foreign policy accordingly. A prudent and resourceful diplomacy could be that the Emperor Napoleon had turned to King William and the Foreign Ministry to the Prussian state government and asked for influencing Leopold, to reconsider his decision.
Instead Gramont looked sharp from the start with the anti-Prussian declaration public. On 6 July, he read an Emperor Napoleon approved and the government unanimously approved sharp statement to the "Chambre legislative" that such a development is unacceptable and when they do this France has to do his duty without hesitation, a thinly veiled threat of war.
This had two consequences: Along with protests against King William, who was now in line with his conviction on the family of Hohenzollern-Sigmaringen, and with the direct intervention of European government buildings in this family so was much pressure that Karl Anton of Hohenzollern-Sigmaringen, Leopold's father , 12 July on behalf of a son declared abandonment of the Spanish king.
France had a hand reached your goal, but public pressure was so great to see that these further steps would. Family and Philosophy
